The Court has upgraded its CM/ECF system to NextGen. To request e-filing access you must (1) complete and mail the Limited/Creditor User Login/Password Application form and (2) request e-filing privileges through PACER at pacer.uscourts.gov. If you currently have a PACER account login to Manage My Account, click on Maintenance then click on Non-Attorney E-File Registration and follow the prompts. Notwithstanding the amendment to Federal Rule of Bankruptcy Procedure 1007(b)(7), which becomes effective December 1, 2013, personal financial management course providers will not be granted electronic access to CM/ECF to file debtor education financial management certificates as the amendment to the rule does not require the court to grant electronic access. These certificates can continue to be filed electronically by the attorney for the debtor or in paper format by a pro se debtor or the personal financial management course provider. The Bankruptcy Court for the District of New Hampshire permits approved personal financial management course providers to file the Certificate of Debtor Education under Fed.R.Bankr.P. 1007(b)(7) electronically using eFinCert (the financial management course certificate efiling program).
Limited User/Creditor Access Registration – Training Course Required
Non-attorneys who wish to file proofs of claim, requests for notice, withdrawals of claim, and other claim-related matters and who do not have training and/or access to at least three other districts will be required to complete the court's CM/ECF training simulations listed below. A completed training simulation answer sheet along with a signed and completed limited filer login and password application must be completed to receive access.
Required Creditor Training Simulations
After completing each simulation, a unique code will appear. This code must be entered onto the Answer Sheet and submitted with the Login/Password Application.

Non-attorneys who wish to file proofs of claim, requests for notice, withdrawals of claim, and other claim-related matters and who have training and/or access to at least three other districts will not have to complete the court's CM/ECF training simulations. They will be required to sign and complete the court’s limited filer login and password application which includes listing no less than three districts where they are actively filing documents or have been trained.
